How would I do this?

I'm looking to create an animated 'reaver' like the one showed in the picture, that is connected to my arm.
What would be the best program to create and animate this?
How would I go about doing this?

Also, green screen related; I have several computer models, complete with animation frames, and I would like to somehow add this into a movie, I am aware I will have to animate them properally, and add them to a green screen; how?

I have Adobe Premiere, and After Effects.
I also have Windows Movie Maker.

You get pretty good results with the program 'Particle Illusion'. Quite easy actually.

Thanks; as long as I am able to animate it easily; so it has a fire like effect on my arm whilst I move about, It'll be fine. =D

p*** easy, like I said, just mess around with the particle effects and what not, stick a blue flame on your arm.
